This sounds like quite a cool idea - so go for it!
I don't think it needs any changes to the MusicBrainz server, so the
best way to coordinate this effort would be to create a page in the
wiki listing editors and the places they are "responsible" for. The
wiki is at http://wiki.musicbrainz.org. I suppose you should put
information like who's working in what area, any area specific style
guidelines, links to area specific bands/myspace pages.
So yes, there's nothing stopping you, you just need to get recruiting
some locals ;)
