I also like playing the devils advocate:

This would mean that good edits receive less votes,
which means that good edits have to wait even longer before getting applied.

Moreover, as bad edits are harder to vote on than good edits
(you have to leave more notes, do some of the research yourself)
the total number of votes would be falling probably.
