[mb-users] Labels for regional dupes

Hi guys,
I was wondering what the current consensus is on labels for regional
dupes? On hand we have [HowToIdentifyLabels] which says we should ignore
manufacturers and distributers, and on the other we have current practice
which seems to be to use whoever has their cat# on the sleeve.
The problem for me with this is that there's no distinction between
licenser and licensee. Take
http://musicbrainz.org/show/release/?releaseid=200400, I edited it
recently and decided to use Stones Throw Records instead of Pias, which is
the UK distributer and licensee. If I had listed Pias instead, how are you
supposed to tell which is the main label, and who is merely a distributer?
You certainly can't go by street date since they're released
simultaneously.
This rant is probably pointless since we'd need an AR to solve it, like so
many other things, but I would just like to hear from you guys what the
norm is. Also, are there any plans on how to solve this in the future?
