I don't exactly get you.
I understood it like:

The producing label, in the country where the release "comes" from is 
STR. PIAS obtained a license and distributes the release also in the 
UK, with the PIAS cat# on on the spine being the difference.
So I would put PIAS as the label, because this IS the label that 
released it in the UK, even if it not the label that signed the artist.

So I would like to change the label back to PIAS.
This is also exactly what is done at amazon and what would be correct 
practice to do at MB.

What you want is another information, the original producer was STR. It 
is sometimes visible in the date, sometimes you can make a guess, 
because of the origin of the artist and you can also make an AR if a 
label "signed" the artist.
