[mb-users] Fake editors! Again!

There are also similar edits from the same editors.

We saw something like that few days ago: fake editors create to push
releases and other edits trough the queue.

Could we implement some countermeasures? I'd suggest to implement something
along the lines of:

* No more than one account per IP per day
* If there are votes, at lease one must came from an editor with 2-months
old account
* Drop votes of editors whose ID is within a certain range (20? 100?)

I think these measures would be quite effective, or at lease provide a
deterrent, against the creation of straw accounts for the purpose of
forcing edits against moderators will.

Thoughts? Other solutions?
