This is usually known as chaptering support. The ID3 spec has added 
chaptering tags (though I don't know of any players that support them). 
Apple also has a standard for chaptering Quicktime (supported by iTunes).

XSPF could support this with the proposed <clip> element.

The tricky bit here is the "that all players would recognize" part. We 
can come up with all the standards we want, but they're meaningless 
unless players support them.
