[Playlist] Using the XSPF

I was directed to this site from tribe.net because I wanted to add audio tracks to my profile but, after looking at this page, I didn't see a `1,2,3 guide as to how do I use this site, or how to download a track to this site so that it can play on my tribe.net profile:
  http://www.xspf.org/quickstart/ what is this page telling me and how do I use it?  A very simple document looks like this http://www.xspf.org/quickstart/ okay, now how do I create this very simple document? -and where on the XSPF site?
