[Playlist] fixing some bonehead mistakes in the draft

I need to fix some stupid mistakes in the formal v1 text.  I realize 
that this text is completely and totally frozen, but there are a bunch 
of dumb errors in formalities which imply that the document is 
affiliated with the IETF.

Here are the changes needed.  Notice that they all are related to text 
which has specific meaning in the context of IETF processes.

Unless I hear substantial complaints by Monday July 17, I'm going to 
check in these changes.
