Thanks for kicking the can down road on this.
I don't have any further insights on it other than this small thought.

Robert Kaye specified a potential clip start & end extension here:
http://mayhem-chaos.net/stuff/playlist-ext.xml

He suggested the extension schema of:
<extension>
   <cl:clip start="10000" end="20000"/>
</extension>

The time in milliseconds.

This could be an alternative to your suggestion of:
  <meta rel="startTime">10</meta>
  <meta rel="endTime">20</meta>

Same difference.
