[Playlist] translations

I'm thinking about killing two birds with one stone.

First off, we need sample documentation to translate which is less
wordy than the current spec.  Second, we need infrastructure to serve
up the translations in a dependable and user-friendly way.

It strikes me that Wikipedia might help us do both, since it has
support for multiple languages already.  The approach would be
something like: write documentation in a Wikipedia-friendly format;
post translations of that Wikitext on Wikipedia.
