[Playlist] xspf resolver

Interesting. Looking at the logs it looks like if you paste the XSPF  
url into the REST api, the url decode happens too early (new entries  
are on the bottom of the log right?). I'm using the url I included in  
this email but it's logging as: http://xspf.musicmobs.com/playlist/TC/ 
RHCP&GD&GC&Blink182&Yellowcard&SOAD&LTJ.xspf

I just loaded up the resolver page in Firefox for the first time and  
saw the input box on the form. It seems to be broken in Safari (no  
input shows up).
