I am quite sure we do, yes:
For example if old implementation treats timestamps without a
timezone as unorderable this behavior would have been right
before the change and wrong after thus it had to be modified.


Maybe the whole problem can be solved by suggesting to use
UTC as default timezone if a timezone is missing but not
force a client to do so. Probably some clients already
use a default timezone if it is missing. I think suggesting
but not forcing would solve all this. What do you think?
