[Playlist] time code data for an mp3?

You can accomplish something like this, within the spec, by using the
extension option:
http://www.xspf.org/xspf-v1.html#rfc.section.4.1.1.2.14.1.1.1.13
The example there uses a made up namespace, but looks like what you
might want to do. Maybe point to the same file for every track, but
use an extension or a meta tag to specify the start and end times of
the particular song.
The real challenge would be finding a player that reads your song
timing extension.
Is there a wiki page or other repository for links to extensions and
other bits of xml stuff that are meant to play well with xspf?
