[Playlist] libSpiff is now a project under Xiph and the official library for XSPF

Howdy,

As of March 2007, Sebastian Pipping has joined the Xiph.Org
Foundation, and has licensed his libSpiff under Xiph's BSD License.
It's now on version 0.6.0rc1, and a changelog may be found at
http://sourceforge.net/project/shownotes.php?release_id=491669&group_id=176018

libSpiff is now a project under Xiph, and the official C++ reference
library for XSPF.  XSPF, for those unaware of it, is our XML
specification for building powerful and efficient playlists,
but if you are on this list, you already know that.

For now, SVN hosting will remain in SourceForge, but Sebastian is
planning in the future to move it to our repository.

There's also plans to move the XSPF validator, which is authored
by Sebastian as well, to //xspf.org, the official XSPF web site.
