[Playlist] rel = alternate for XSPF

We're going to adopt this at Yahoo in an upcoming new page[1].

This solves a UI problem in that we want to expose XSPF to people who 
know what it means but don't want to have people who would just be 
freaked out by a screenful of angle brackets wander across the link by 
accident.

Hopefully we can also do a user-friendly link right in the HTML, but 
that's a bigger project.
