I don't know either, and that's exactly the issue that's tripping me up. 
  I really don't know what the interaction between whitespace and 
element content is supposed to be.

It's not a huge issue either way.  I'm putting together formatting 
guidelines for XSPF which we expose to the public and figure that this 
is the moment to get this minor point correct.

I just spent a few minutes doing background research and the answer 
seems pretty clearly to be that the onus is on the publisher to use 
common sense.  If you're a publisher, don't put leading or trailing 
whitespace in any element which is supposed to contain a URI.
