I remember coming across something about this in the IESG RFCs for 
making RFCs.  My best recollection of the solution is that an RFC which 
obsoletes another RFC owns the responsibility for these dangling 
pointers.  I think this is the one which applies here:

    This document obsoletes [RFC2396], which merged "Uniform Resource
    Locators" [RFC1738] and "Relative Uniform Resource Locators"
    [RFC1808] in order to define a single, generic syntax for all URIs.

To know for sure we'd have to find an IETF maven.
