[Playlist] [rfc] URI validation for the online validator

I'm wary of xGPL v3.  I don't know it much, and given the subtlety of v2 
there's every reason to expect that v3 also needs careful attention. 
Also, I worry that other people will feel the same wariness regardless of 
the merits.
